A Converter is a device that converts DC to another DC voltage. This is usually a higher DC voltage or into a voltage of the opposite polarity. Ones that convert DC to a Lower DC voltage are in the Power SUpplies section as Switch Mode Regulators or an an SMPS.

An Inverter is a device that converts DC to an AC voltage. Usually Line Voltage like 110 to 120VAC 60Hz OR 220 to 240VAC 50Hz but not always. They are usually step up devices but not always.
